Add Support for Categories and Tags

Would be awesome if IdeaStrike supported categories, which an admin could pre-define and tags, which would be free-form for the user, but show suggested (or all) tags already entered

I'd like this to be a feature that people could enable - the site could be simple enough that tags/categories aren't necessary, or they may want to opt-in and allow users to tag ideas and organise them better.
