Remove readmore.js actions to display entire details without the 'more' button.

Justin notes that users are both lazy & ‘stupid’. Good design is therefore a difficult balance between reducing “clutter” and unnecessary info while also reducing the number of clicks-thrus needed to access information / perform actions. With this in mind, Justin asks why the “more” click is necessary to show users the full EIA notice.
