Include "suggest a dataset" functionality

This would give users the ability to suggest a dataset that may not be available on openAFRICA and even for other users to contribute the dataset if known.
Quick suggestions:
- Using/Re-using an already built ckan extension for this?
- Using a forum/Zendesk like approach for this.
