Update error pages to be sourceAFRICA

The error pages located in public folder currently have DocumentCloud logo in the nav bar. We should change those to sourceAFRICA.
Tasks:
- Fix stylesheet to link to https://assets.documentcloud.org/css/platform.css
- Remove
dc-logoclass
