Cannot consistently delete or unlink contacts

User Story

As a User of Healthcare-Rollcall
I'd like to be able to consistently delete and unlink Contacts
So that I can successfully delete and unlink Contacts

Acceptance Criteria

• For a facility with existing contacts, when you click on the Contact and then click on Delete Contact, the Contact is successfully Deleted
• For a facility with existing contacts, when you click on the Contact and then click on Unlink Contact, the Contact is successfully Unlinked
• For a facility with newly added contacts, when you click on the Contact and then click on Delete Contact, the Contact is successfully Deleted
• For a facility with newly added contacts, when you click on the Contact and then click on Unlink Contact, the Contact is successfully Unlinked
• For a facility with newly added contacts via API, when you click on the Contact and then click on Delete Contact, the Contact is successfully Deleted
• For a facility with newly added contacts via API, when you click on the Contact and then click on Unlink Contact, the Contact is successfully Unlinked
• PR merged to master

Notes

• There are times when both Delete and Unlink Contact work.
• There are times when Delete Contact does not work, seems more common when you have just added the contact and then try to delete it.
• There are time when Unlink Contact does not work - there is a story with BMore-Responsive repo that covers this - #144.
