Email all/selected facilities Reminder with Link (for self checkin)

User Story

As an Outreach Coordinator
I'd like to solicit self checkins from a selected set of facilities
So that I can more efficiently gather checkin info from a large number of facilities

Acceptance Criteria

• User can select any number (a..all) of facilities to send a checkin solicitation regardless of pagination
• Email is sent to all valid email addresses for all contacts associated with each selected facility
• Email is plain text and simple form letter. Reflects template to be provided by city. (need to get this)
• User should confirm total email count with user before sending
• 1 Email per contact per Facility
• Feedback to user if any facilities do not have contacts with email address (move to another future story)
• Status is updated to "Self-Checkin Email Sent" with update date set to when email was sent.
• Tokens are generated when emails are sent.

Notes

In subsequent stories, we may want to enable email preview / editing / templatization
Also will want to aggregate multiple requests to same contact
