Add pushing balancer docker images into github docker repository

Balancer has three docker containers:

• frontend
• backend
• db

When building the frontend and backend docker images, they should be pushed into the github docker repository (without any secrets in them).

• Determine what we want to push in for the db docker image, or if we just use postgres.
