Program Fails to Initialize (Error Code: 0xc0150002)

Program is being run on a 32 bit XP Professional virtual machine (VMware Workstation 14 Player) with the Omnikey 5321 and the OMNIKESY5x21_V1_2_0_14 driver. I also installed Microsoft Visual C++ 2005 Redistributable (x86) per the advise of another site.

Switching XP images and to Virtualbox solved the issue.
