High power consumption when powering off from Android app

It seems that power off from the app consumes more power than when powering off with SW3 button.
Issue found by rchadwick:
if I turn it off using the new command in the Android software, the lights all turn off, but the battery is completely dead in 2 days. It actually seems to draw MORE power when off.
Verified on App 1.4.22 with Nordic 0.11.1
