explore replacing cosmwasm build tag with wasm build tag

wasm tag is more canonical to signal to build a file for a specific architecture.

based on the discussion I've had with Ethan we need the cosmwasm build tag because wasm conflicts with how tinygo uses it.

(eventually) it will probably worth exploring how to align these two things.
