Record when provider hits page not found

e.g. this doi: 10.4081/ijas.2007.1s.697

resolves to: http://ijas.pagepress.org/index.php/ijas/article/view/1617

and ijas.pagepress.org doesn't exist. But for some reason this doesn't get recorded as an error when resolving the record. Probably something in the workflow is not catching the errors thrown by requests in this event or something

Possibly because this is an ConnectionError, rather than a status code.
