I'm not sure this is even worth dealing with until they sort out their own systems. However for our notes, T&F do not provide any licensing information on the abstract page. Licensing is only indicated on the pdf version of the article at the top of the lead page. There is a whole pile of misleading and confusing statements of licenses also included in the PDFs.

The current T&F config reports "free-to-read" for articles with an Open Access badge on the abstract page.
