when images are uploaded to the media gallery, they should be scaled down to small. There should be a routing at /media/small/ that has a small version of all the files at /media/ so they can be easily included on the page. then, when an image is selected from the gallery for addition to a page, the javascript should check the size of the display area, and pull the small image instead of the large if appropriate.

Closing this one. Against the current ethos of "smart-user". A person using our site with edit rights should learn how to put up a reasonably sized image for the web.
