unlisted editable page appears listed

I created a new page under /notes/api-report to test the always-editable feature of the site. I marked it as always editable, and viewable but not listed. When I visited our site in a browser where I wasn't logged in, I could see the page in the navigation BUT it /wasn't/ editable when I went to it (so, basically, the opposite of the settings I gave it).
