Be able to support project blogs

From a front-end point of view, it might be useful to be able to support blogs for different projects. In practice, this is probably just done through tagging, or through the url space. The use case is:

• we have a new project, possibly in partnership with other orgs
• it needs a blog
• everyone is really disorganised, and unable to provide a blog from their own internal systems because it involves talking to IT and getting one sorted out which will take forever and be totally bureaucratic
• we offer a blog where people can write and post content and add a bit of page branding (but still overall branded CL)

yep, this should be do-able simply by creating a new top-level page for that blog, or perhaps under a /blog heading, or whatever. then we can either specify a tag for it or you can actually search by url space too, so quite easy to do and present. just have to make sure people create new posts at the right level. and also, have to consider more complex permissions, which is already a ticket.
