Losing quality overtime.

To start, this is not my picture but an example of what is happening to my generations. I have isolated it to one possibility but not sure if it's the problem or if there is a solution. If I use any LORA the Ultimate SD Upscaler gives me a result like this. Has anyone had this issue and solved it. I've been to the post where this image was posted but the only answer they gave was that they solved it will little explanation how or what the problem was?
I have never used a LORA for tiled upscaling, I imagine it could easily cause problems like you are describing. Tiled diffusion works across tiles, think 64 individual images. You can see this effect plainly if you turn up the denoising_strength to .8 or .9.
Most LORAs work on individual images, they are not designed to be used for generating sections of an image.
