CPU Voltage shows constant value??

I found CPU Voltage was static number. in my situation, 2 P-state are enable and work, but voltage shows only "1.038 V". of course, as same as table, History Graphs shows only "1.038 V".
I think the voltage should be changed every time P-state change.
How can I fix it?
