Unable to place mechanical belts in multiplayer.

Describe the Bug
I am unable to place belts in my modpack only on multiplayer servers.
Reproduction Steps
- Right click shaft with mechanical belt.
- Nothing happens.

Expected Result
Particles for belt placement don't appear and right clicking another shaft does not complete the belt.

Tried all day to isolate potential conflicts to no avail. Hopefully somebody smarter than me can figure out what I managed to do to break the belts from my logs.
are you using the normal shafts by create or any addon?
and are you holding anything in your offhand?
Normal shafts and normal belts. I briefly had it fixed in single player and when when I transitioned to a server it stopped working again.
Updated to the latest Forge version and it's working again.
