Describe the bug
Using a hotkey with modifier does not allow the hotkey to be pressed twice

To Reproduce
Steps to reproduce the behavior:

  1. Set crafting window hotkey to Ctrl+N
  2. Press Ctrl+N
  3. Press N again without letting to of Ctrl

Expected behavior
Window opens and closes. Instead, the second N press is ignored and opens the default crafting log instead.
