Issue loading the XamarinBuildAndroidAarProguardConfigs after installing the plugin

Using Visual Studio (Windows).

Steps to reproduce:

Create a new project, add the plugin and attempt to build the project.

The "Xamarin.Build.Download.XamarinBuildAndroidAarProguardConfigs" task could not be loaded from the assembly Confirm that the declaration is correct, that the assembly and all its dependencies are available, and that the task contains a public class that implements Microsoft.Build.Framework.ITask.
