Overworld: Sifting is giving nether diamonds

when I sift in the overworld, I get nether diamonds, not diamonds (was from either gravel or sand, can't remember for sure). I suspect I'm supposed to be getting diamonds.

I'm guessing this is a config issue, and thus Infernal Skies. Moved to Infernal Skies Repo.
