add advice around community stewardship

We should add a section to the site that talks about how to work with the community on your code. For example, how can you encourage people to contribute code, what should you do if you get a pull request, etc. Also - minimum effort you should put into keeping an eye on any given repository even if you're not actively engaging the community on it.
