~250mb ts segments created from 13 seconds of input data — lots of "aborted - track does not exist" in logs

Here's a segment recorded from a livestream using the livepeer-catalyst-uploader
workflow. It's supposed to be 13 seconds long; instead it's ~241MB.
Here's a listing of all the files for that recording. (GCP Link). It looks like around the 332866 timestamp the files jumped up from something normal-looking to many megabytes/gigabytes.
A random excerpt of logs around that time show lots and lots and lots of Load for track 1 key 520 aborted - track does not exist.
