RIOPS 3D NetCDF3 NC subset does not cover requested area

Describe the bug
RIOPS NetCDF3 NC subsets data does not include the entire area requested by the user, For example if selecting an area bounded by (-45,50) (-50,45) like so:

The resulting subset will only contain a portion of the selected data:

This issue is likely related to the way the NetCDF3 NC logic slices the requested data.

To Reproduce
Select the RIOPS 3D or any other polar-stereographic dataset and select an area. Once the area window appears select one or more variables and the NetCDF3 NC format in the subset panel then click save. The resulting NC file will not cover all of the requested area.

Expected behavior
Users should receive a NC subset file containing all of the requested data.
