Cannot toggle a status effect

Describe the bug
When trying to toggle a convenient status effect to a status effect, I get a Foundry notification that says:

Foundry must be reloaded to update token status effects.

However, even after reloading the game, the same issue persists.

To Reproduce
Steps to reproduce the behavior:

  1. Open the "Add Convenient Effects" menu
  2. Right-click any effect on the list
  3. Select "Toggle Status Effect"
  4. A Foundry notification pops up saying: "Foundry must be reloaded to update token status effects."
  5. Reload Foundry
  6. Repeat steps 1-3
  7. The same result as in step 4

Expected behavior
Either the toggling should work right away or after the reload.

The "Modify Status Effects" was set to "None". As the documentation states, it needs to be either "Replace" or "Add".
