Publication page not exisiting if there are not publications

The Publication page will default to the current year. However, if there are no publications for that year, the page will not exist.
This is mainly a problem at the beginning of a new year, as there are no publications yet

For the pathology site, i hardcoded 2021 for now, but needs a better solution.
In pelican config, there should be a check if there any publications for the current year
