Windows GUI "edit config" dialog won't display properly at lower res / zoom levels

The Edit Config dialog box renders too large to fit in less than 1920 resolution screens (EDIT - at 150% or similar zoom levels). The dialog doesn't size/scale nor creates scroll bars, so the Apply button is not visible, so the user is unable to actually change the settings...
Enabling the dialog boxes to show scroll bars or other trick that can be done without major modifications would be acceptable - smaller screens are the exception, not the rule.
Looking at my configuration, the laptop screen is 1920x1080, but the "display zoom" was set to 150% (used mostly for online meeting presentations). Adjusting that to 125% or 100% the dialog is fully visible. But the dialog should be able to work regardless...
