Is your feature request related to a problem?

Admins and comment authors are unable to edit their comment unless they have direct access to the database.

Describe the solution you'd like

Authorized module editors and admins should be able to edit any comment.
Comment authors should be able to edit their own comments, but not those posted by others.
Edited comments should include a inconspicuous "(edited)" text or other visual indicator that the comment was edited.
