Move License and ReleaseNotes files to root

In an effort to keep the root folder "clean", these were originally placed in sub-folder. However, based on some valuable feedback, it is best to take this back to a more simplistic state and not worry about keeping the root so "clean". The idea is to keep this as basic as possible and to follow the fundamental conventions. Then people can expand on those within their own custom solutions.
