"Drought Monitor" label overlaps with story box

Could we move the "Drought Monitor" text out of the png so that it's layout, z-index, etc can be tweaked by Marty via CSS?

Alt: if the text has to stay in the image, could we move it to the right of the heat map legend instead of below?
