There are no FFmpeg logs in your log folder, which means FFmpeg didn't start at all. The likely reason for the error is that you saved the video to a folder that requires admin privileges. FFmpeg in EncodeGUI won't run with admin privileges. Save the video to a location within your user folder and try again.
Strange, I do everything in the admin account. I tried to make an amine account through Winaero Tweaker, everything worked on it.

You're misunderstanding the issue. The problem is NOT that you as a user doesn't have admin privileges, it's that the FFmpeg program in EncodeGUI doesn't have admin privileges. You can't change that. Save the output video to your user folder where admin privileges aren't preset and that should solve your issue.

Please send a copy of the logs after you've saved the video to a folder that doesn't have admin privileges.
I tried to create another account without administrator rights and save the video to a public folder there, the video was recoded without error. When you save the video to the same place in the public folder, in an account with administrator rights, the program gives an error.
It's funny, I made an account for another user and ran the program from under it. Everything worked, saved all available partitions without errors. Subsequently, he deleted the main account, since he was not needed because all activity was transferred to another account. And what ..... I ran into this error again. Classic. You will have to create a separate account for one program. Ahahah!
Btw I'm using the original image of Windows, without tweaks, etc.. Installed clean from a flash drive.
Excellent for finding the issue/workaround. But I was unable to replicate this problem. This issue extends outside of EncodeGUI and therefore I can't help much past here.
