Have tabs: Religious/Economical/Military/Common
Sorting,
Hide/show bought upgrades and unavailable upgrades
This means the upgrades need a type field (computed base on costs or set by factory)
Upgrades also should have an "order" field (probably set by factory). This will later be used for a "discovery version"
