Create_tables.sql file were missing cannot import database html/phpmyadmin/sql/create_tables.sql

You've probably not correctly installed phpmyadmin in the previous step. The file should be there, see: https://github.com/phpmyadmin/phpmyadmin/blob/STABLE/sql/create_tables.sql
