Abstract: Web3 Youth Funding Program

Reference implementation: We have set up a funding program called "Web3 Youth Funding Program" for supporting developers transitioning from Web2 to Web3.
It aims to fund outstanding community contributors as full-time employees to get involved in the community and learn about Web3 systematically in their career gap. The duration is up to three months for each person.

As our first sponsored youth, @sansx works as a full-time employee for Dapp-Learning-DAO right now. He has built the Dapp-Learning-DAO Gitbook website, and finished the task of web3-rust. So I apply payment ( 2222 USDC each month ) to reward his hard work in the past month. I believe he will do more contribution for Dapp-Learning-DAO in the rest two months.
