Col Row bug Desktop vs Mobile

Hello, DP team!
My report is as follows:
A 3x Col 1x Row will stay 3x1 on desktop at high portrait resolutions but on mobile breaks to for a new row at 2x1x1 AND does not properly space the newly formed Row.
Please let me know if I am reporting this bug properly and to the right organization/place.
