Watchpoint timeshift config: choose target timezone

1. don't care / auto / use timezone found on the date column --> so map this to a specific timezone or use UTC
2. Even if the user doesn't care, the user's computer or other computers have timezones
3. we need to get the ts_timezone config and convert appropriately.
