add profile stat for diabetes

Once Marcio has closed this issue, use the local logiclayer to add a need
to the profile which fetches the "Diabetes" measure value for the latest year from the 500 Cities cube and add it to the page underneath the population statistic.

@MarcioPorto are these values number of people out of the total population? for example, in that cube query it says 230.6
for diabetes, and 196,306
for population count, so would it be safe to say that 0.11%
of the population has diabetes?
If that's the case, @rbaheti please display the number as that percentage (data value / population * 100
)

@davelandry The values are supposed to be the percentage already. And I am getting 98,153 for the population and 9.3% diabetes in the query you mentioned in your comment.
