Improve GitHub actions workflows

Currently the two GitHub actions workflows work fine and get the job done, but there's still room for improvement. In particular:

  • The release workflow trigger could be enhanced to avoid creating dummy PRs in case somethings goes wrong
  • The release workflow is triggered twice per commit in PRs
