establish a communique for users

Hello,
it would be most useful to establish a communique towards users. Currently there is no way to engage with the project - there is no website, the GH discussions are not enabled and no other ways of comm are linked in readme (discord, etd.).
Furthermore, the last commit is a while ago, so it may seem that the project is stalled. In either case, this would be great first thing to communicate. I personally hope it is not. Even though I am a bit skeptical about potential impact of non-python tools in python eco-system, python desperately needs them as the current state of python tool-chain is horrible.
Anyway, establishing communication and thus enabling community to thrive should be the very first thing to do for any open source project, should it be successful.
