major updates for project structure

After some tests, I've to update the POC with :

• Flux setup: updating the Flux service with fluxv2 provider terraform
• Flux chooser for pull/push: explore the possibility for how to permit the choice about the sync with the repo code for iad.
• Prometheus monitoring: we have to add a monitor for the services and the iad
