issues saving

I'm having issues saving with the software 10.6
save states don't work at all as well as in game saves.
I've created a file path for both save states and saves but upon saving the game both save states and saves are not present.
both folders remain empty and slots remain empty.

Does the same happen with bsnes?
What's the environment, especially OS?
