Add support for setting both general settings for the scoring

General settings as in can games be drawn, scoring with points if needed, name of game being scored and so on.

@VegarM Needs to help with this in regards with what setup he wants

The api now supports leagues but doesn't do anything with the settings really. Need to decide what we want as settings.
