Slow USB modal should show only when some rate of corrupted data packets is met

As it currently stands, if WFL encounters a corrupted data packet coming from the device during data acquisition, it will discard the bad packet, stop acquisition and show a dialog explaining what happened and how to fix it. A corrupt data packet could be a one-off event, and the way the issue is currently handled is too heavy-handed for these one-off events.
