Edit Shape in popup menu when annotation isn't in edit mode

Either this should either switch that annotation to edit mode or not be in the context menu if inapplicable.

This behaves correctly in the current master (switching which annotation is being edited). I'm not sure what version the user has installed. I'm closing this without more information.
