More problems with requirements

I installed bulletin again, this time in a conda environment. Some problems. First of all Cython is missing as a requirement (Actually it is missing from menpo, but whatever). Also, the installer was telling me I was missing numpy when installing menpo, so maybe the order of the requirements matters? Not sure. I would recommend trying to install bulletin on a clean env to iron out these small issues.
