Re-enable Windows build

Revert 89da1e7.
The Windows build is disabled because it fails to find libcurl, even though it is installed on macOS (local dev) and Ubuntu (GitHUb Actions), same output:
lld: error: unable to find library -lcurl
clang-11: error: linker command failed with exit code 1 (use -v to see invocation)
This is unexpected, as ktor-client-curl provides a definition.
