The Category Type Help Button is Misplaced

The Category Type help button is currently located to the right of the project name text box. It should be to the right of the category type button.

Fix/Enhancement Action Taken: Simply moved the button to the correct location in frmEditRio
Test Procedure:
a. Open the RIO Registry
b. Click on “Registry” tab
c. Inspect the user interface. Verify that the Event Type is to the right of the Category Type pull down
d. Click on the Category Type help button and verify the definitions for business, programmatic, and technical RIO is displayed
