Setting any of the consequence levels to "NULL" is not resulting in good behavior

Update logic to handle the user deleting the value in the *consequence level.

Fixed in v41

Fix/Enhancement Action Taken: Updated logic for consequence to deal with null values
Test Procedure:
i. Open the RIO Registry
j. Close “navRioMgtForm”
k. Open “frmInitializeTestData” and press the “Initialize Comprehensive Data” button. This will populate the database with 25 risks, 25 opportunities, and 10 issues.
l. Open “navRioMgtForm” and navigate to the report tab.
m. Navigate to “Registry” tab and then the analyze tab
n. Attempt to leave a null value in any one of the three consequence level boxes.
o. Did your attempts fail miserably? Then it’s fixed.
