Archive the repository and update README

There's a new repository[1] forked of this one, which just recently released a new version 0.1.9. This repository has more stars and shows on top of google/github searches. This may confuse new people looking to install OnionBalance.

Please, consider archiving this repository and referencing the more up to date fork in README.

Hmm, that migh be a good idea.

I have write access so I can edit the README, but I can't archive the repo. Only @DonnchaC can do that.

Do you think rewriting the README to something like this makes sense?

This repository is now unmaintained and out-of-date. Please use https://gitlab.torproject.org/asn/onionbalance or https://github.com/asn-d6/onionbalance from now on. Thank you!

Looks fine to me.

Also before archiving, it's good to know that:

When a repository is archived, its issues, pull requests, code, labels, milestones, projects, wiki, releases, commits, tags, branches, reactions, and comments become read-only. To make changes in an archived repository, you must unarchive the repository first.

It might also be good to update the docs as well, as right now https://onionbalance.readthedocs.io/en/latest/ is the first link for a Google search for "onionbalance".

Thanks for the feedback. I will be waiting for a bit more testing of OBv3 before I completely replace and archive the old repositories. If you can test and report back that would be helpful!. Thanks! :)

OK I have changed the README of this repo to reflect the new repos. And also changed the readthedocs repo to reflect the v3 version of onionbalance.

I'm not planning to transfer all the issues of this repo to the new one, but I'm gonna go over all of them this week and make a summary of suggested features/bugs.

I'm leaving this ticket open since I still need to archive this repo with the help of @DonnchaC
