Add Neural Network to automatic tagging

Add neural networks libraries to the project, to automatic set the tags.

The tags should have a boolean to know if this tag should be automatic assigned, or not.

When a tag is created, and after some manual assignations (20?) train a NN, every time a tag is set manually, it will launch some learning cicles of NN.

To manage the input, it will be the row of movement, date, name, quantity.
